Svedoci smo da kriptovalute <a href=\"https:\/\/www.vox.com\/recode\/22955381\/russia-ukraine-bitcoin-donation-war-crypto\">koriste<\/a> u raznim oblicima za prenos vrednosti kada redovni finansijski tokovi u tome ne uspevaju (ili je jednostavno previ\u0161e zaostaju). \u010cini se da su kriptovalute postale fenomen na koji treba ra\u010dunati i dr\u017eave ih ozbiljno razmatraju i prave planove. U martu je predsednik SAD D\u017eozef Bajden re\u0161io da poka\u017ee vi\u0161e odlu\u010dnosti u pronala\u017eenju regulatornog re\u0161enja za kriptovalute tako \u0161to c\u0301e pokrenuti zakonodavnu ma\u0161inu SAD izvr\u0161nom uredbom o obezbe\u0111ivanju odgovornog razvoja digitalne imovine (\u201euredba\u201c).<\/p>\n<p>Uredba prepoznaje eksplozivni rast digitalne imovine kao priliku da se osna\u017ei vo\u0111e\u0107u poziciju SAD u globalnom finansijskom sistemu kroz regulaciju kriptovaluta i uvo\u0111enje digitalne valute centralne banke (\u201eCBDC\u201c).<\/p>\n<p><a href=\"https:\/\/geciclaw.com\/cryptocurrencies-digitalcurrencies\/\">CBDC<\/a> predstavlja virtuelni zapis postojec\u0301e valute (potpuni ekvivalenti \u201enormalnih\u201c valuta kao \u0161to su evro, dolar, dinar, itd.), koje izdaju i reguli\u0161u monetarne vlasti dr\u017eava.<\/p>\n<p>Izvr\u0161na uredba, koja je potpisana 9. marta 2022. godine, uspostavlja nacionalnu politiku za regulisanje digitalne imovine uz \u0161est klju\u010dnih prioriteta: za\u0161tita potro\u0161a\u010da i investitora, finansijska stabilnost, nezakonito finansiranje, vode\u0107a uloga SAD u globalnom finansijskom sistemu i ekonomska konkurentnost, finansijska inkluzija i odgovorne inovacije.<\/p>\n<p>Prema podacima Bele kuc\u0301e, Uredbom je odre\u0111eno da \u0107e Ministarstvo pravde, Ministarstvo finansija, Komisija za hartije od vrednosti, Federalna trgovinska komisija i Komisija za finansijsku za\u0161titu potro\u0161a\u010da prou\u010davati pravne i ekonomske posledice \u201enovca budu\u0107nosti\u201c i uloge koju \u0107e kriptovalute imati.<\/p>\n<p>Konkretno, Ministarstvo pravde c\u0301e istra\u017eiti da li je potrebno doneti novi zakon o uvo\u0111enju nove digitalne valute, dok c\u0301e Ministarstvo finansija, Komisija za hartije od vrednosti, Federalna trgovinska komisija i Komisija za finansijsku za\u0161titu potro\u0161a\u010da prou\u010diti uticaj koji c\u0301e nova valuta i propisi imati na finansijska tr\u017ei\u0161ta, potro\u0161a\u010de, investitore, kompanije i pravi\u010dan ekonomski rast. Ove institucije c\u0301e tako\u0111e prou\u010diti kako c\u0301e CBDC uticati na konkurenciju, tr\u017ei\u0161te, kao i tehni\u010dku infrastrukturu koja je potrebna za CBDC i uticaj rudarenja kriptovaluta na \u017eivotnu sredinu. Ameri\u010dka administracija ima za cilj da kripto inovacije u\u010dini \u201eodgovornijim\u201c, smanjujuc\u0301i negativne klimatske uticaje, \u0161to je u skladu sa zelenom agendom predsednika Bajdena. Izvr\u0161na uredba je tako\u0111e obavezala regulatore \u00a0da \u201eobezbede dovoljan nadzor i za\u0161titu od svih sistemskih finansijskih rizika koje podrazumeva digitalna imovina\u201c.<\/p>\n<p>Potpisivanje Uredbe nije <a href=\"https:\/\/geciclaw.com\/digital-dollar-fed-cbdc\/\">prvi potez<\/a> koji su SAD preduzele u oblasti digitalnih valuta tokom ove godine. U januaru su Federalne rezerve SAD objavile dokument pod nazivom <a href=\"https:\/\/www.federalreserve.gov\/publications\/files\/money-and-payments-20220120.pdf\">\u201cNovac i plac\u0301anja: ameri\u010dki dolar u doba digitalne transformacije\u201d<\/a>, ukazujuc\u0301i na prednosti i nedostatke stvaranja digitalnog dolara u obliku CBDC-a. Neke od priznatih pogodnosti bile su povec\u0301anje i unapre\u0111enje opcija u domac\u0301em platnom prometu, unapre\u0111enje mogu\u0107nosti za me\u0111unarodni platni promet, ja\u010danje me\u0111unarodne uloge dolara, povec\u0301anje stepena finansijske inkluzije siroma\u0161nih domac\u0301instava, kao i pro\u0161irenje pristupa sigurnom novcu centralne banke. Me\u0111utim, dokument je i upozorio da bi uvo\u0111enje CBDC kao sredstva plac\u0301anja moglo u potpunosti da promeni strukturu finansijskog tr\u017ei\u0161ta, pa \u010dak i da dovede do destabilizacije finansijskog sistema.<\/p>\n<p>Prema tome, iako bi CBDC-i mogli da predstavljaju inovaciju za finansijski sistem, kreatori politike se suo\u010davaju sa brojnim pitanjima koja se ti\u010du finansijske stabilnosti i privatnosti za koja su potrebna re\u0161enja kako bi CBDC sistem funkcionisao.<\/p>\n<p>Pomno \u0107emo pratiti razvoj doga\u0111aja u SAD jer je sva prilika da \u0107e dolar 2.0 imati veliki uticaj na globalne finansije.
