Mere, koje \u0107e se postepeno primenjivati od 1. januara 2026. godine, predstavljaju va\u017enu evoluciju CBAM regulative dok EU prelazi iz sada\u0161nje prelazne faze u potpuno operativni re\u017eim.<\/p>\n<p data-start=\"563\" data-end=\"872\">Zajedno, ove izmene imaju za cilj da zatvore rupe koje omogu\u0107avaju zaobila\u017eenje pravila, pro\u0161ire <a href=\"https:\/\/www.geciclaw.com\/sr\/pojednostavljeni-cbam\/\">obuhvat CBAM<\/a> regulative na klju\u010dne proizvode nizvodno u lancu vrednosti i privremeno podr\u017ee proizvo\u0111a\u010de u EU izlo\u017eene riziku od curenja ugljenika, istovremeno ja\u010daju\u0107i ulogu CBAM-a kao globalnog pokreta\u010da dekarbonizacije.<\/p>\n<h3 data-start=\"879\" data-end=\"972\"><strong data-start=\"883\" data-end=\"972\">Pro\u0161irenje CBAM na proizvode ve\u0107eg stepena prerade sa intenzivnom upotrebom \u010delika i aluminijuma<\/strong><\/h3>\n<p data-start=\"974\" data-end=\"1222\">Do sada je CBAM bio fokusiran na osnovne materijale kao \u0161to su \u010delik, aluminijum, cement, elektri\u010dna energija i \u0111ubriva, uskla\u0111uju\u0107i tro\u0161kove uvoza sa cenom ugljenika kojoj su izlo\u017eeni proizvo\u0111a\u010di u EU u okviru Sistema za trgovinu emisijama EU (ETS).<\/p>\n<p data-start=\"1224\" data-end=\"1739\">Od 2026. godine, Komisija predla\u017ee pro\u0161irenje CBAM-a na oko 180 drugih proizvoda koji zavise od inputa \u010delika i aluminijuma. Tu spadaju ma\u0161ine, industrijska oprema i odabrani proizvodi za doma\u0107instvo. Ovo pro\u0161irenje odgovara na strukturni rizik identifikovan tokom prelaznog perioda: iako CBAM \u0161titi proizvo\u0111a\u010de osnovnih materijala u EU, proizvo\u0111a\u010di nizvodnih proizvoda suo\u010davaju se sa rastu\u0107im tro\u0161kovima inputa, \u0161to mo\u017ee podsta\u0107i relokaciju proizvodnje ili supstituciju uvozom proizvoda sa visokim emisijama.<\/p>\n<p data-start=\"1741\" data-end=\"1762\">Posebno se isti\u010de da:<\/p>\n<ul data-start=\"1764\" data-end=\"2068\">\n<li data-start=\"1764\" data-end=\"1985\">\n<p data-start=\"1766\" data-end=\"1985\">94% novoobuhva\u0107enih proizvoda \u010dine industrijski proizvodi u lancima snabdevanja koji u proseku sadr\u017ee 79% \u010delika ili aluminijuma, poput nosa\u010da od osnovnih metala, cilindara, industrijskih radijatora i ma\u0161ina za livenje;<\/p>\n<\/li>\n<li data-start=\"1986\" data-end=\"2068\">\n<p data-start=\"1988\" data-end=\"2068\">manji deo (6%) odnosi se na proizvode za doma\u0107instvo, uklju\u010duju\u0107i ku\u0107ne aparate.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"2070\" data-end=\"2215\">Obuhvatanjem ugra\u0111enih emisija dublje u lancu vrednosti, Komisija nastoji da obezbedi stvarno smanjenje emisija, a ne njihovo preme\u0161tanje van EU.<\/p>\n<h3 data-start=\"2222\" data-end=\"2270\"><strong data-start=\"2226\" data-end=\"2270\">Sna\u017eniji okvir za spre\u010davanje zaobila\u017eenja<\/strong><\/h3>\n<p data-start=\"2272\" data-end=\"2477\">Na osnovu iskustava iz prelazne faze, Komisija predla\u017ee skup ciljanih mera za spre\u010davanje zaobila\u017eenja, uskla\u0111enih sa nalazima Akcionog plana za \u010delik i metale i konsultacijama sa zainteresovanim stranama.<\/p>\n<p data-start=\"2479\" data-end=\"2506\">Klju\u010dni elementi uklju\u010duju:<\/p>\n<ul data-start=\"2508\" data-end=\"3145\">\n<li data-start=\"2508\" data-end=\"2715\">\n<p data-start=\"2510\" data-end=\"2715\">uklju\u010divanje pre-potro\u0161a\u010dkog otpada od \u010delika i aluminijuma u CBAM obra\u010dune, \u010dime se podsti\u010de upotreba sekundarnih sirovina i obezbe\u0111uje dosledna cena ugljenika izme\u0111u robe proizvedene u EU i uvezene robe;<\/p>\n<\/li>\n<li data-start=\"2716\" data-end=\"2836\">\n<p data-start=\"2718\" data-end=\"2836\">unapre\u0111ene zahteve za izve\u0161tavanje i sledljivost radi pove\u0107anja ta\u010dnosti podataka o emisijama povezanih sa CBAM robom;<\/p>\n<\/li>\n<li data-start=\"2837\" data-end=\"2977\">\n<p data-start=\"2839\" data-end=\"2977\">nova ovla\u0161\u0107enja Komisije da reaguje na prakse zaobila\u017eenja zasnovane na dokazima, uklju\u010duju\u0107i pogre\u0161no prijavljivanje intenziteta emisija;<\/p>\n<\/li>\n<li data-start=\"2978\" data-end=\"3145\">\n<p data-start=\"2980\" data-end=\"3145\">ovla\u0161\u0107enje da se zahteva dodatna dokumentacija kada su prijavljene vrednosti nepouzdane, kao i primena podrazumevanih vrednosti po dr\u017eavama u opravdanim slu\u010dajevima.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"3147\" data-end=\"3241\">Ove mere zna\u010dajno ja\u010daju primenljivost CBAM-a i smanjuju podsticaje za strate\u0161ku manipulaciju.<\/p>\n<h4 data-start=\"3248\" data-end=\"3335\"><strong data-start=\"3252\" data-end=\"3335\">Privremeni fond za dekarbonizaciju radi ubla\u017eavanja rizika od curenja ugljenika<\/strong><\/h4>\n<p data-start=\"3337\" data-end=\"3682\">Kao odgovor na zabrinutost industrije, Komisija predla\u017ee privremenu \u0161emu podr\u0161ke za proizvo\u0111a\u010de CBAM robe u EU koji i dalje ostaju izlo\u017eeni rizicima od curenja ugljenika na tr\u017ei\u0161tima tre\u0107ih zemalja. Ovaj rizik nastaje kada se izvoz iz EU takmi\u010di sa jeftinijim alternativama sa ve\u0107im emisijama, \u0161to potencijalno dovodi do rasta globalnih emisija.<\/p>\n<p data-start=\"3684\" data-end=\"3703\">Predlo\u017eeni fond bi:<\/p>\n<ul data-start=\"3705\" data-end=\"4093\">\n<li data-start=\"3705\" data-end=\"3819\">\n<p data-start=\"3707\" data-end=\"3819\">nadokna\u0111ivao deo tro\u0161kova ugljenika u okviru EU-ETS-a za prihvatljive proizvode koji su i dalje izlo\u017eeni riziku;<\/p>\n<\/li>\n<li data-start=\"3820\" data-end=\"3918\">\n<p data-start=\"3822\" data-end=\"3918\">uslovljavao podr\u0161ku dokazanim naporima u dekarbonizaciji, \u010dime se nagra\u0111uje \u010distija proizvodnja;<\/p>\n<\/li>\n<li data-start=\"3919\" data-end=\"4093\">\n<p data-start=\"3921\" data-end=\"4093\">bio finansiran iz 25% prihoda od CBAM sertifikata u 2026. i 2027. godini (putem doprinosa dr\u017eava \u010dlanica), dok bi preostalih 75% bilo klasifikovano kao sopstveni prihod EU.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"4095\" data-end=\"4237\">Ovakav pristup uspostavlja ravnote\u017eu izme\u0111u pitanja konkurentnosti i klimatskih ambicija, ja\u010daju\u0107i podsticaje za industrijsku dekarbonizaciju.<\/p>\n<h4 data-start=\"4244\" data-end=\"4326\"><strong data-start=\"4248\" data-end=\"4326\">Me\u0111unarodna dimenzija: ekvivalencija, fleksibilnost i olak\u0161avanje trgovine<\/strong><\/h4>\n<p data-start=\"4328\" data-end=\"4457\">Uva\u017eavaju\u0107i zabrinutosti me\u0111unarodnih partnera, Komisija tako\u0111e predla\u017ee ciljane pojednostavljenja i fleksibilnosti, uklju\u010duju\u0107i:<\/p>\n<ul data-start=\"4459\" data-end=\"4765\">\n<li data-start=\"4459\" data-end=\"4552\">\n<p data-start=\"4461\" data-end=\"4552\">uvo\u0111enje mehanizama ekvivalencije za odbitke po osnovu poreza na ugljenik i cena ugljenika;<\/p>\n<\/li>\n<li data-start=\"4553\" data-end=\"4677\">\n<p data-start=\"4555\" data-end=\"4677\">novi pravni osnov za pregovarane mere olak\u0161avanja trgovine, poput uzajamnog priznavanja akreditovanih verifikacionih tela;<\/p>\n<\/li>\n<li data-start=\"4678\" data-end=\"4765\">\n<p data-start=\"4680\" data-end=\"4765\">dodatnu fleksibilnost u priznavanju ekvivalentnih sistema odre\u0111ivanja cena ugljenika.<\/p>\n<\/li>\n<\/ul>\n<h4 data-start=\"4772\" data-end=\"4827\"><strong data-start=\"4776\" data-end=\"4827\">Izve\u0161taj o reviziji CBAM-a: ocena prelazne faze<\/strong><\/h4>\n<p data-start=\"4829\" data-end=\"4997\">Uporedo sa zakonodavnim predlozima, Komisija je objavila Izve\u0161taj o reviziji CBAM-a, koji ocenjuje primenu mehanizma tokom prelaznog perioda (oktobar 2023 \u2013 kraj 2025).<\/p>\n<p data-start=\"4999\" data-end=\"5034\">Izve\u0161taj zaklju\u010duje da je CBAM ve\u0107:<\/p>\n<ul data-start=\"5036\" data-end=\"5241\">\n<li data-start=\"5036\" data-end=\"5085\">\n<p data-start=\"5038\" data-end=\"5085\">doprineo re\u0161avanju rizika od curenja ugljenika;<\/p>\n<\/li>\n<li data-start=\"5086\" data-end=\"5162\">\n<p data-start=\"5088\" data-end=\"5162\">podstakao uvo\u0111enje cena ugljenika i napore dekarbonizacije van granica EU;<\/p>\n<\/li>\n<li data-start=\"5163\" data-end=\"5241\">\n<p data-start=\"5165\" data-end=\"5241\">imao koristi od ciljanog dijaloga i tehni\u010dke pomo\u0107i pru\u017eene tre\u0107im zemljama.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"5243\" data-end=\"5389\">Revizija tako\u0111e postavlja jasan plan za definitivni CBAM re\u017eim od 2026. godine, obuhvataju\u0107i upravljanje, sprovo\u0111enje i administrativnu spremnost.<\/p>\n<h3 data-start=\"5396\" data-end=\"5418\"><strong data-start=\"5400\" data-end=\"5418\">\u0160ta predstoji?<\/strong><\/h3>\n<p data-start=\"5420\" data-end=\"5681\">Kako CBAM od 2026. godine ulazi u svoju definitivnu fazu primene, predlo\u017eene izmene zna\u010dajno podi\u017eu regulatorne i strate\u0161ke uloge za izvoznike u EU, posebno one koji posluju u lancima vrednosti gde je intenzivna upotreba \u010delika i aluminijuma.<\/p>\n<p data-start=\"5683\" data-end=\"6194\">Za izvoznike sa Zapadnog Balkana, posledice su naro\u010dito zna\u010dajne. Region je duboko integrisan u industrijske lance snabdevanja EU, pri \u010demu mnogi proizvo\u0111a\u010di isporu\u010duju me\u0111uproizvode i gotove proizvode. Oni \u0107e sada biti obuhva\u0107eni pro\u0161irenim obuhvatom CBAM regulative. Pro\u0161irenje na proizvode ve\u0107eg stepena prerade, u kombinaciji sa stro\u017eim pravilima protiv zaobila\u017eenja pravila, zna\u010di da se izvoznici vi\u0161e ne mogu oslanjati na delimi\u010dnu obradu, reklasifikaciju proizvoda ili ograni\u010dene podatke o emisijama kako bi umanjili izlo\u017eenost CBAM-u.<\/p>\n<p data-start=\"6196\" data-end=\"6237\">Klju\u010dne potencijalne posledice uklju\u010duju:<\/p>\n<ul data-start=\"6239\" data-end=\"6978\">\n<li data-start=\"6239\" data-end=\"6422\">\n<p data-start=\"6241\" data-end=\"6422\">ve\u0107e obaveze u pogledu uskla\u0111enosti, naro\u010dito potrebu za robusnim i proverljivim obra\u010dunom emisija du\u017e celokupnog proizvodnog procesa, uklju\u010duju\u0107i upotrebu otpada i ulazne sirovine;<\/p>\n<\/li>\n<li data-start=\"6423\" data-end=\"6645\">\n<p data-start=\"6425\" data-end=\"6645\">pove\u0107an tro\u0161kovni pritisak za proizvo\u0111a\u010de u jurisdikcijama bez sistema cena ugljenika ekvivalentnog EU, jer se u slu\u010dajevima nepotpunih ili nepouzdanih podataka mogu primeniti podrazumevane vrednosti ili korektivne mere;<\/p>\n<\/li>\n<li data-start=\"6646\" data-end=\"6802\">\n<p data-start=\"6648\" data-end=\"6802\">poja\u010dan nadzor lanaca snabdevanja, posebno za kompanije koje izvoze poluproizvode ili gotove proizvode sa visokim udelom ugra\u0111enog \u010delika ili aluminijuma;<\/p>\n<\/li>\n<li data-start=\"6803\" data-end=\"6978\">\n<p data-start=\"6805\" data-end=\"6978\">strate\u0161ke izazove u pogledu konkurentnosti, budu\u0107i da \u0107e kupci iz EU verovatno davati prednost dobavlja\u010dima koji mogu dokazati ni\u017ee ugra\u0111ene emisije i regulatornu izvesnost.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"6980\" data-end=\"7405\">Istovremeno, predlo\u017eeni mehanizmi ekvivalencije i fleksibilnosti stvaraju ograni\u010dene, ali va\u017ene mogu\u0107nosti za izvoznike sa Zapadnog Balkana, naro\u010dito tamo gde se doma\u0107e politike cena ugljenika, energetske reforme ili investicije u dekarbonizaciju mogu kredibilno uskladiti sa standardima EU. Rano uklju\u010divanje u verifikacione sisteme, ulaganje u pra\u0107enje emisija i preispitivanje portfelja proizvoda bi\u0107e od klju\u010dnog zna\u010daja.<\/p>\n<p data-start=\"7407\" data-end=\"7660\">U celini, CBAM prelazi iz faze izve\u0161tavanja u instrument koji oblikuje tr\u017ei\u0161te. Za izvoznike sa Zapadnog Balkana, proaktivno prilago\u0111avanje, a ne reaktivna uskla\u0111enost, bi\u0107e presudno.
